Great piece. I was aware of Carter's push for troop withdrawal from the Korean Peninsula and often compared it to Trump's push for similar policies in East Asia, though I think they ultimately come from different motivations. Carter, in his sometimes naive and idealistic way, was consistently for human rights. Trump, on the other hand, is weighing American troops stationed across the world from the perspective of financial burden. Both viewpoints ignore serious geopolitical realities and as you say, the North Koreans would be more than happy to see it happen. That was likely why Kim Il Sung was on friendly terms with Carter during the post-presidency years.
